At its March 2, 2009 Board Meeting, the Historic Ybor Neighborhood Civic Association prioritized the following projects for the FY 2009-2010 CRA 1 and 2 budgets.
Projects are listed in order of priority with #1 being the most important.
CRA District 2:
1) Purchase of blighted neighborhood/community buildings for rehabilitation and resale or use as HYNCA neighborhood center.
2) Purchase of parking lots/vacant land for future development, begin land banking.
3) Rehabilitation program for historic structures in CRA 2.
4) Creation of a community park/dog park west of 21st Street.
5) Create a Green Community Initiative – Placing small renewable power systems in residences and businesses to provide green energy to Ybor City, expand recycling programs, support mass transit (bus and rail) development.
6) Cut YES Team budget, reduce YES Team services.
7) Market redevelopment and residential living opportunities nationally. Through Tampa Chamber of Commerce, national publications, relocation guides, etc.
CRA District 1:
1) Purchase and rehabilitation of Oliva Cigar Factory for use by Ybor State Museum and other community non-profits.
2) Bike racks installed on or near 7th Avenue.
3) Provide funding for participation in ICSC Conventions to market Ybor City commercial properties on a national scale.
HYNCA also recommends the following action items which require no additional CRA funding.
1) Lobby for a change in income requirements for the Historic Preservation Trust Fund, allowing more people to take advantage of the program.
2) Address sun setting of CRA1. Create action plan for end of program and transitioning into CRA2 only support.
