Vounteers Needed for HYNCA Fundraiser at Festa Italiana

Once again HYNCA will partner with the Ybor Chamber of Commerce  at Festa Italiana on Sunday March 30. 
 
This is our major fundraiser for the year to help pay for mail-outs, pot-luck dinners, happy hours and basic fees for the association.  We need everyone to help out! 
 
We need at least 8 volunteers to help work the HYNCA/Ybor Chamber beer booth between 11:30 am and 4:30 pm. 
 
This will be broken down into two shifts:
Shift 1:  11:30 am - 2:00 pm
Shift 2:  2:00 pm - 4:30 pm
 
All volunteers will receive free admission to Festa Italiana and free lunch tickets at the event.

Crime down again in Ybor: 72% in 5 years!

Crime In Tampa Falls 10 Percent In Single Year

"TAMPA - Tony LaColla remembers how Ybor City’s Seventh Avenue used to morph into a bacchanal every weekend along a pedestrian mall clogged with bar-hopping partiers.

That atmosphere has changed, LaColla said Thursday after hearing Tampa police Chief Stephen Hogue announce a nearly 72 percent crime drop in the neighborhood over the past five years.

Hogue made the announcement while releasing the Tampa Police Department’s 2007 annual crime statistics Thursday. The statistics show the city’s overall crime rate dropped 10 percent since 2006 and nearly 43 percent during the past five years - a level not seen since the 1970s.

Seven categories of reported crime are tracked to compile the crime rate. They are homicide and non-negligent manslaughter, forcible sex offenses, aggravated assault, robbery, burglary, larceny and motor-vehicle theft.

The statistics released Thursday only reflect crime citywide. The department did not have a detailed breakdown of these seven crime categories for each patrol grid.

Tampa police released their annual crime statistics ahead of other local law enforcement agencies, the Florida Department of Law Enforcement and the FBI. FDLE typically releases the annual crime report for the state in May and currently has only semiannual statistics for each law enforcement agency. The FBI’s annual Uniform Crime Report appears around October.

The statistics released Thursday do not reflect every crime in these seven categories reported in Tampa. For statewide and national comparison, police follow guidelines from FDLE and the FBI that specify how the categories are compiled. For instance, if more than one of the same crime occurs at the same time and address, such as six cars burglarized at an apartment complex, this is counted as one crime, the guidelines say.

These statistics also do not include every crime in the city, because not every victim reports a crime, Hogue said. Some sexual assaults go unreported, as do thefts people consider minor. "Two crimes that do get reported, for the most part, are murder and auto theft," he said.

Homicide Is Exception To Trend

In the Tampa statistics, homicide rose nearly 8 percent, from 26 in 2006 to 28 recorded last year. This crime is difficult to predict, Hogue said.

"It’s something that is a concern of ours," he said.

The other six categories tracked for the crime rate declined, most significantly auto theft. The number of stolen vehicles reported in the city dropped nearly 30 percent, from 3,087 in 2006 to 2,164 last year, these statistics show.

In addition, police focusing on traffic enforcement along 22 of the city’s busiest roads helped reduce traffic crashes citywide nearly 10 percent, from 16,439 in 2006 to 14,833 last year, Hogue said. This occurred even as Tampa’s estimated population rose about 1 percent, to 335,320, he said.

Other highlights:

•Reported aggravated assaults dropped about 11 percent, from 2,445 to 2,188.

•Reported larcenies dropped about 8 percent, from 11,251 to 10,390.

•Reported burglaries fell about 5 percent, from 4,451 to 4,221.

•Reported forcible sex offenses, which include forcible rape, sodomy and fondling, declined about 3 percent, from 158 to 154.

•Reported robberies fell less than 1 percent, from 1,211 to 1,205.

Ybor Undergoes ‘Visible’ Change

Hogue pointed to Ybor City as "one of our success stories." There were 360 reported Part 1 crimes in Ybor City last year, a reduction of about 9 percent to 326 in 2007, he said.

The area has benefited from the department’s focus on four key crimes: auto theft, robbery, burglary and burglary from a vehicle, Hogue said. These crimes are easy to examine for trends and to attack through resources.

LaColla said the change in Ybor is "definitely visible," although he added, "It’s still a little iffy going out at two or three o’clock in the morning."

Police have been responsive to residents and business owners, attending community meetings regularly, he said.

LaColla thinks the drop in crime also can be attributed to a shift in the area’s dynamics. Since the city opened Seventh Avenue to traffic in 2005, the wild "Bourbon Street-type atmosphere" found during Mardi Gras in New Orleans has dissipated, he said.

Popular nightclubs no longer dominate the area, sharing space with residents, shops and restaurants, LaColla said. He expected the crime drop to continue as the area segues into more mixed use.

Residents would like to see police find a solution to the many vagrants who hang around in Ybor City, as well as the visitors who play the radio, drink and dance in the pay-to-park lots after the nightclubs close, LaColla said. "They’re not ready to stop the party, but people live next door," he said."

HYNCA General Member Meeting – Thurs., March 27

Join us for our March general membership meeting on Thursday, March 27 at 6:30 p.m. at The Quarter at Ybor 2nd Floor Community Room (Palm Ave and 18th St – above Food Mart). 

We will be joined by the Tampa Police Department who will talk about how to keep you and your home safe.  They will be able to answer any questions you might have about crime in Ybor.

We will take action on two items:
1)      Take a formal position on the TECO Streetcar Extension into the core of Downtown Tampa.
2)      Take a formal position on new wet zonings and extension of wet-zonings for bars and nightclubs in the district. 

We will also give out more information on our upcoming officer and board elections this May and update you on a any new and interesting Ybor City news.

Visit Rock-n-Sports at their new location @ Centro

As many of you know Rock-n-Sports, one of our local restaurant/bars, has moved to a bigger place on the second floor of Centro Ybor. We wish the continued success. Here is an article printed on the Tribune recently:

YBOR CITY - Dean Del Riccio and Franja Eastling almost gave up on Ybor City for their Rock-n-Sports Bar & Grille.

They opened on a corner of 15th Street and Eighth Avenue in July 2005, but within 18 months the business partners were facing six months of torn-up streets courtesy of a stormwater project.

They hung on through the disruption but recently moved to a top perch in the Centro Ybor complex, with a large wraparound balcony on Seventh Avenue.

Del Riccio said the change from a smaller spot to a 172-seat restaurant and bar, plus 100 seats on the patio, also changed his clientele. Now patrons are mostly families rather than college students. He said he’s also seeing regulars as Ybor City changes back into a working neighborhood, as it was when cigar workers filled the streets.

Del Riccio, 38, who commutes from Pasco County, said Centro Ybor’s owners have helped with the move and with promotion. He was disappointed to see Big City Tavern close recently but is excited about the complex’s growing office portion. Grafx Design of Tampa is moving in across from Rock-n-Sports, and Tampa Digital Studios also is a new tenant.

The restaurant has installed 30 televisions and a 140-inch projector screen above the bar.

"When a game is on, it just echoes throughout Centro Ybor, so people come from all over," Del Riccio said.

Staying busy in 2008

So far this year Ybor has been bustling with activity and has kept everyone busy, including myself. In fact at times so busy, that I had neglected updating our site. Following are some old and new news about our neighborhood, from crime (or lack thereof) to various events.

Thurs. January 31 – HYNCA General Meeting

The first Historic Ybor Neighborhood Civic Association (HYNCA) Meeting of the year!  - Thursday, January 31 – 6:30 p.m. at the Ybor Hampton Inn (1301 E. 7th Ave.).

 We will discuss ongoing topics related to Ybor City including:

  • Fight to reopen 20th Street at Palm Ave.
  • HART/TECO Streetcar Line Presentation
  • Installation of decorative brick crosswalks in residential areas
  • Decorative street lighting in residentail areas
  • Community vision plan for CRA2 (areas south of 6th Ave. and north of Palm Ave)
  • New business which YOU wish to bring up

Meetings this year will be held every last Thursday of every other month at 6:30 pm - January 31, March 27, May 29, July 31, September 25, and Holiday Pot Luck in December.

Thurs. February 7 – City Council to Hear Sheriff’s Office Request to Vacate 20th Street

Sheriff’s Office Petition to Vacate 20th Street between Palm Ave and 8th Ave. – Thursday, February 7, 9:00 am at City Council (315 E. Kennedy Blvd., Downtown Tampa). 

We must show up in full force in order to send a message to City Council that we will not stand for the closure of 20th Street in our National Historic Landmark District.  SPEAK OUT against the Hillsborough County Sheriff’s plan to permanently close our neighborhood streets and block them off with gates. 

We must keep 20th Street open to protect the historic grid system, provide easily walkable, bikeable, and drivable connections for residents and visitors, and protect our community against campus style offices that become self contained enclaves.  20th Street has been closed “temporarily” since September 2001 in the name of national security.  It’s time to open the street back up!  The only way to fight the Sheriff’s Office plan is with YOUR participation.

We also encourage you to write City Council and let them know why our neighborhood wants 20th Street to be reopened and remain open.  Take 5 minutes and write an e-mail to tampacitycouncil@tampagov.net TODAY!!!!  Please copy alacolla@hynca.com when you send the e-mail.

Self Defense Course for Residents

A self defense course will be held in Ybor for all residents of TPD District III. The course will go over basic safety tips to make your home and valuables safer (not basic karate moves as the name might have suggested).

The Tampa Police Department will hold a self-defense and personal safety class in Ybor City on January 23 at 6:30p.m. General sign-up is now open! Space is limited!
